DOE will also evaluate the effects on manufacturers and will employ an altered industry cash flow model adapted to this product type in order to estimate manufacturing NPV. DOE will also look at the impacts of these plans on small-scale businesses as well as other manufacturing subgroups to identify those who could be most affected.
